A converter provides a method to transform files acquired by eagle.io prior to ingestion; this allows greater flexibility to handle formats not compatible with the built-in platform visual parsing tools.
Specific converters are written by third party developers and then (following an approval process) hosted by eagle.io; they are either private or public. Private converters are only visible to select accounts, while public converters can be used by anyone.
Choosing a converter is done during the data source wizard, after selecting "File" as the source type:
